The Toronto Bike Plan will be presented to Toronto City Council this week. The council meeting starts on July 24 and is scheduled to continue for three days. You can download the agenda for the July 24, 2001 City Council meeting, in pdf format, from the City of Toronto Web site, but it does not say which day the Bike Plan will be presented. The Bike Plan is dealt with in Report 8 from the Planning and Transportation Committee.

The Toronto Bike Plan motions are in Clause 3 (pdf) of that report. This contains several motions that will adopt the Bike Plan and set up the initial implementation stages. Basically they reiterate the 9 recommendations in the Staff Report (pdf) which accompanied the Bike Plan with some amendments to some of the recommendations in Chapter 10 (pdf) of the Bike Plan that were made at the Planning and Transportation Committee. In general the amendments improved on the original recommendations giving more clear timelines for the reporting requirements in the Bike Plan which will give citizens a better chance to monitor the plan and have input. They also clarify the role of the Toronto Cycling Committee (TCC) in the implementation process For example in the fall the Works and Emergency Services Department will have to report to City Council on implementation priorities and funding requirements for the following year in September of every year, starting September 2001. They will also have to give a progress report to the Council in May of every year. The amendments also add a requirement for reports from the Bike Plan Coordinating Committee to the Chairs of the TCC every four months.

In addition to the amendments to the Bike Plan there were other motions made that will be presented with the Bike Plan arising out of the discussion at the Planning and Transportation Committee meeting on July 3rd, 2001. They are as follows.

(2) the report, titled "Toronto Bike Plan - Shifting Gears", be submitted to the Police Services Board with a request that an enforcement plan for bicycle lanes be developed;
(3) Council support, in principle, the separation of bicycle and pedestrian paths;
(4) the Commissioner of Urban Development Services be requested to report to the Planning and Transportation Committee on:
(a) the possibility of licensing bicycles;
(b) a requirement that cyclists carry insurance when on City streets; and
(c) how cyclists can be encouraged to wear colourful clothing in order to make them more noticeable on City streets.

I am not sure how much coverage there will be of the Bike Plan there will be in the local media. One motion, in the same Planning and Transportation Report regarding studying the feasibility of widening the DVP by four lanes will probably get all the press. I will keep you posted as more news is forthcoming.
