1) Are you familiar with the Toronto Bike Plan and as Mayor will you support its implementation of as one means of reducing car dependance as outlined in Toronto's Official Plan?Somewhat Support
Comments: The Toronto Bike Plan fits into my vision for an active and healthy city. Toronto needs improved walking, cycling, running and roller-blading routes throughout the city to increase our emphasis on sport and recreation. In addition, providing bicycle friendly streets and a bike network will encourage bike transit and aid in reducing Traffic congestion within the City. Traffic congestion is choking Toronto in many ways: it makes it harder for people to get to and from work, harder for goods to get to and from market, and harder for all of us to breathe. Gridlock is costing our economy over a billion dollars a year in lost productivity.

2) Would you support requests to amend bylaws to exempt bicycles from traffic calming turn restrictions and entry restrictions on streets?Somewhat Support
Comments: According to a recent report from the city's board of health, only 33 per cent of Torontonians are living active, healthy lives. There is a direct and significant cost, not only to our individual health but also to our economy, as a result of being inactive. Bicycle friendly streets would go a long way in encouraging the citizens to become active.

3) Do you support measures to ensure that the City of Toronto's policy of keeping bike lanes clear of snow is carried out; and would you support expanding this policy to off road paths?Somewhat Support
Comments: I support cost efficient measures that ensure that the City of Toronto's policy of keeping bike lanes clear of snow. This is a safety issue for many cyclists. If cyclists do not feel safe while cycling to and from work, then they will not use bicycle transit. By providing safe and well maintained facilities The City provides the incentive and encouragement Toronto Citizens need to try alternative methods of transportation.

4a) To build the Bikeway Network over the next three years, the Bike Plan recommends that the following amounts be spent by the Works and Emergency Services to build new bike lanes, paths and signed Bike Routes, and by Parks and Recreation to build new bike paths.
YearWorks and Emergency Services% of Works Capital BudgetParks and Recreation% of Parks Capital Budget
2004$3.0 M1.23%$1.2 M1.66%
2005$4.5 M1.85%$1.2 M1.66%
2006$6.0 M2.46%$1.5 M2.08%
** Based on 2003 Parks capital budget of .1 M
* Based on 2003 Works capital budget of .67 M
Will you support the above budget requests to implement the Bike Plan?Somewhat Support
Comments: Leadership is needed at City Hall to ensure that taxpayers' dollars are spent on programs and services that are truly necessary, that make sense. As Mayor, I will immediately undertake a comprehensive Program Review of each and every area of city spending. Once complete, the review will show the City exactly how much revenue is available to be reallocated to projects like the Toronto Bike Plan. In addition, As Mayor, I will ensure that Toronto's many leaders in the private sector are directly involved in helping to create cost-effective, common sense solutions to the challenges the City faces as we move forward.

5) Do you support streamlining the approval process for bike lanes in order to reduce the delay between the proposal and the completion of new bike lanes?Strongly Support
Comments: I support the streamlining the approval process for bike lanes. The approval processes in many departments need review. Currently, it takes too long to get even minor planning approvals from City Hall, often longer than it takes to actually complete the project. Both of these delays are unacceptable. As Mayor, I will work to ensure that planning approvals for both ratepayers and developers are expedited.

6) Do you support improved integration between Cycling and The Transit system by such measures as: Bike carrying racks on TCC Buses, and, building secure bike parking facilities at TCC stations?Strongly Support
Comments: Integration between Cycling and Transit will increase ridership along the subway lines and encourage alternative methods of transportation. New models and new approaches are key to transit expansion. I will explore new and creative ways to finance the construction of the two subway lines Extending the Spadina subway line north to York University, and building the Eglinton subway line - west from Spadina to Pearson International Airport. Integration measures such as secure bike parking facilities could be considered as part of the City's transit improvement and expansion plans.

7) Do you support an expanded city-funded bicycle safety program for adults and children?Strongly Support
Comments: I support a city-funded bicycle safety program for cyclists and motorists. Education informs and creates an environment where citizens feel safe on their streets and neighbourhoods. As Mayor I will propose providing funding of $100,000 for each of the 17 Community-Police Liaison Committees (CPLCs) to build community relationships with the people of the neighbourhoods that each Toronto Police division serves.

8) Would you support dedicating more resources to promote bicycle commuting by employees of private and public sector employers, including City of Toronto staff?Somewhat Support
Comments: I support dedicating more resources to promote bicycle commuting by employees of private and public sectors. As Mayor, I will lead by example. One of my priorities will be my Fitness Toronto initiative. The goal is simple - let's make Toronto the fittest city in the world.

9) Would you support initiatives to promote Toronto as a Bicycle Tourism destination?Strongly Support
Comments: I support promoting Toronto as a bicycle tourism destination. The devastating blow suffered by our tourism and hospitality industries this year because of SARS and other factors made it absolutely crystal-clear how important they are to the overall economic health of Toronto. We need to bring the tourists back. As Mayor, I will work to have the various - and sometimes competing - tourism marketing programs unified into one coordinated approach, giving Tourism Toronto the sole mandate and jurisdiction to market our great city and to bring back the tourists and conventions.

10) Would you support the extension of the former City of Toronto's Zoning Bylaw regarding Bicycle Parking Requirements (which requires bike parking facilities as well as shower and change facilities) to cover all new commercial and residential buildings across the rest of the Megacity?Strongly Support
Comments: I support improving bicycle parking requirements. Providing cyclists with the facilities they need provides the incentive required to get Toronto Moving Again. Bike parking lots, bike lanes and other incentives are needed to encourage the people of Toronto to adopt new methods of transportation and reduce gridlock within our city. Our citizens must ask how they can help government achieve the goals we all aspire to reach. The private sector must understand that they have just as much at stake in creating solutions to issues as any level government does.
